The WCECCE, to be held in September 2010, will be the first major global conference dedicated to Early Childhood Care and Education (ECCE) and targeting policymakers and a follow up to major milestones: 

Convention on the Rights of the Child (1989) – stipulated that children have rights to optimal development, learning, and protection from birth 
Jomtien Declaration on Education for All (1990) – “learning begins at birth”; ECCE as integral part of basic education 
Dakar Framework for Action (2000) – defined ECCE as the first of six EFA goals 
Education for All Global Monitoring Report on ECCE (2007), which made a compelling case for ECCE, calling for more policy attention and investment in the area.

The 2010 WCECCE will be the fifth of a series of international education conferences organised by UNESCO in 2008-2010. It follows the 48th International Conference on Education: “Inclusive Education: the Way of the Future” (25-28 November 2008, Geneva, Switzerland); the World Conference on Education for Sustainable Development: “Moving into the Second Half of the UN Decade” (31 March-2 April 2009, Bonn, Germany); and the World Conference on Higher Education “The New Dynamics of Higher Education” (6-8 July 2009, Paris, France); and CONFINTEA VI (International Conference on Adult Education):“Learning and Living for a Viable Future: the Power of Adult Learning”(1-4 December 2009, Belém, Brazil).
