可以直接從語意來看會清楚一點：
 隨著最近的改善，抱怨信(投訴?)的數量有明顯降低。
要當「數量」，複數的the numbers of就錯了，要改成the number of

補：
a number of +複數：有一些...，動詞也用複數
the number of +複數：某些東西的「數量」為...，動詞用單數
 例句：The number of apples is eight. 蘋果的數量是8個。
numbers of +複數：有大量的...，既然大量，動詞用複數

*只有某些東西的數量時，動詞用單數，所以可以先讀懂語意要表達什麼
