前面是當我要求姪子時……,我的妹妹snapped at me not to discipline her child.
snapped at me to not discipline her child.
這句是說 not discipline her child.

分裂不定式(split infinitive)是將副詞或其他詞語加插在to和原形動詞間,如 "to hardly see"。 I decided to gradually cut down my coffee consumption."
http://www.ef.com.tw/english-guide/english-grammar/infinitive/
舉例
- I decided not to go to London.
- He asked me not to be late.
- I'd like you not to sing so loudly.
- I'd rather not eat meat.
- I might not come.
I was feeling lazy so I decided not to go to the wedding.
這句的意思是being not to go to the wedding的意思。
To get back at him I decided to not go to his wedding.
這句是說 decide(先)to(不定詞,目的,動作發生在後) not go to his wedding.
to not go 強調後面要發生的動作是目的。
https://forum.wordreference.com/threads/not-to-or-to-not.361674/
I decided not to go - this is the usual form.
I decided to not go - this turns the act of "not going" into something active, as though it requires some effort, some force of will, as opposed to "not to go" which is more passive, the absence of any activity.
Compare:
I was feeling lazy so I decided not to go to the wedding.
To get back at him I decided to not go to his wedding.
The difference is only subtle, but the second form seems to suggest that you were originally planning to go, or were expected to go, but now you're going to put some effort into doing the opposite of what was planned or expected.
