Almond 與Verba將政治文化分為三大類型：

1. 參與型政治文化（participant political culture）

(1) 人民對於政治體系、輸入面、輸出面及自我的政治能力，皆有清楚的概念，這種政治文化存在高度發展的民主國家。

(2) 歐美民主先進國家皆屬這種政治文化。

2. 臣屬型政治文化（subject political culture）

(1) 人民對於政治體系及輸出面有明確的概念，將自己視為政治體系的一員，並將對國家體系的忠誠擺在第一位；但對於對於政治的輸入面則相當生疏，而且不認為自己有能力影響政府決策。

(2) 如君主專制時代的政治文化。

3. (原始)偏狹型政治文化（parochial political culture）

(1) 人民對於政治體系、輸入面、輸出面及自我的政治能力，皆毫無概念，這種政治文化存在於沒有專業化政治角色的社會。

(2) 例如非洲的原始部落，對於政治體系毫無希求，也不曾意識到政治體系對個人生活之影響。
