五、「免於匱乏的自由」與「免於恐懼的自由」的解釋
有關「免於匱乏的自由」，羅斯福如此地說明：which, translated into world terms, means economic understandings which will secure to every nation a healthy peace time life for its inhabitants. 顯然跳脫出了適用於本國的框架，朝向整個人類社會的觀點。
有關「免於恐懼的自由」，則是以裁減軍備、集體安全的角度出發，聯合國的架構呼之欲出：which, translated into world terms, means a world-wide reduction of armaments to such a point and in such a through fashion that no nation will be in a position to commit an act of physical aggression against any neighbor. 值得留意的是，這個「免於恐懼的自由」，著眼點放在被侵略國家以及民族自決上頭，其實是一種國際的秩序觀，它從一種集體權利變成個人的權利，則是以後的事。
