武王が殷を克服した後、帰途に「管」に滞在し、その後「洛」に向かい、伊水、洛水周辺の夏人の故地に新しい都市洛邑を建設する計画を立てました。周の支配中心である豊鎬は西側に偏っていたため、この河洛の間にある新しい都市は東方の殷人残党の支配を強化することができましたが、2年後に周武王は亡くなり、成王が即位し、幼少であったため、武王の弟である周公が摂政となりました。不満を持った管叔、蔡叔などの諸侯たちはすぐに三監の乱を引き起こし、都市建設計画は一時中断されました。周公が東征して乱を平定した後、ようやく洛邑を建設することができました。

After King Wu overthrew the Shang dynasty, he stopped at "Guan" on his way back and then went west to "Luoyang", planning to build a new city called Luoyi in the area of the Xia people's former territory near the Yi and Luo rivers. The center of power for the Zhou people was biased towards the west in Fenghao, so this new city between the Yi and Luo rivers could strengthen control over the remaining power of the eastern Shang people. However, two years later, King Wu passed away, and his successor King Cheng was young, so Wu's brother Zhou Gong served as regent. Displeased lords such as Guan Shu and Cai Shu immediately launched the Rebellion of the Three Guards, and the plan to build the city was temporarily suspended. After Zhou Gong went east to quell the rebellion, Luoyi was finally built.
