五、How is policy made? How does it change? There have been several models, frameworks, and theories, each characterizing the change process differently and offering a different way to discuss about the policy change dynamic. Compare and contrast at least two of the important models. Then, identify which of these models does a better job at interpreting the policy change process? Does the ability of the model depend on the particular policy context? (15% )

四、公共服務動機(Public Service Motivation, PSM)為影響政策執行效能的關鍵因素，請申論公共服務動機的意涵、特徵及如何影響警察組織？

三、請說明基層官僚(street-level bureaucracy)的特點，在政策執行過程扮演角色的重要性，以及可能出現的矛盾為何？

二、賽蒙(H. Simon)提出「有限理性」(bounded rationality)的概念，認為決策者在現實環境中無法達到完全理性。請說明有限理性的意涵，並以警察機關年度預算編列或政府採購決策為例，具體分析哪些因素會造成決策者理性受限(請列舉四項)，以及在此情況 下，警察機關財務決策可能呈現哪些特性或偏差？

(三)有觀點認為，政府應在採購前期大量投入資源，以提高需求規格完整度(Specification Completeness)，藉此降低後續需求變更的機率。但亦有研究顯示此一策略的實際效果有限，請從公共政策的角度說明其原因，並提出您認為更具制度槓桿效果的替代改革方向。(6 分)

(二)有學者指出，政府採購契約的選擇存在「不確定性門檻」 (Uncertainty Threshold)，請說明此一門檻的意涵，並分析當警察機關辦理科技偵防資訊系統採購時，哪些情境特徵會導致採用成本型契約較固定價格契約更具效率？請列舉三項 並說明之。(9 分)
