Transitional justice is some kine of universl value, during the pursuit hard of which dilemma often occurs. To elaborate, which should be treated first, justice or peace? What we should keep in mind is that transitional justice must not violate the historical truth or get involved into political disputes, making itself into an approach of revenge.
