Nigerians are the happiest people in the world. The World Values Survey found that almost 70 percent of Nigerians consider themselves very happy. Money certainly is not the reason that made Nigerians happy. Having tons of money is only a limited factor in happiness. _____15_____ Bill Gates, for example, is happy not because of his immense wealth but because everybody wants to be his friend. Money can certainly buy happiness, but its impact seems to drop once you can afford basic necessities. Of course, inflation makes the problem worse. _____16_____ Even when money does exert an influence, it is not the size of your paycheck that matters. _____17_____ The New York cabbie who has an efficient car may seem happy, but not as happy as the Ethiopian villager who has a more efficient cow than his/her neighbors. When you are living amid wealth and luxury, your desires tend to be greater. _____18_____ It should not be surprising, then, that Nigeria, Mexico, Venezuela and El Salvador rank the highest in happiness among the 65-plus countries surveyed.

The only good news is that air pollution has become so severe that Hong Kongers are finally ready to force their leaders to act. And the city’s business community is pushing for solutions. The answers are out there: the government’s Council for Sustainable Development in early May 2006 released a number of smart anti-pollution _____9_____ , such as restricting vehicle use on high-pollution days, and asking electricity producers to use only clean coal or low-polluting natural gas by 2010. In the meantime, many experts doubt whether Hong Kong’s bureaucracy has the imagination or the will to implement those ideas. Many enterprises have used Web-based technologies, like blogs, wikis, and social networks to gather thoughts as part of the decision-making process. 47 They use these markets to transform the creation and implementation of ideas inside their companies—by tapping the collective insight of the workforce. 48 Seeing the potential of prediction markets, companies like General Electric and Hewlett-Packard are using them to try to improve forecasting, reduce risk, and accelerate innovation. Corporate prediction markets work like this: players—employees and potential outsiders—make their wagers over the Internet using virtual currency, betting anonymously. 49 The payoff for the most accurate players is typically a modest prize, cash, or an iPod. The idea behind predication markets is that the collected knowledge of many people will almost surely be more accurate than that of an individual or a small group or even experts. 50 That is , whether prediction markets are mainly an innovative way to gather information from employees or a source of reliable answers. 請依下文回答第 21 題至第 25 題
The National Immigration Agency (NIA) in Taiwan announced that new immigrant mothers who aredivorced with children born in Taiwan are allowed to continue staying in Taiwan despite that they lose thecustody of their children. The NIA’s decision to amend the law is invariably linked with the protection of thechildren’s rights and interests. The NIA restated that Article 31 of the Immigration Act in 2007 was modifiedto safeguard the rights and interests of foreign spouses after a divorce. The amendment contains enabling themto have the custody of children after a divorce and get divorced with their Taiwanese spouses if they are victimsof domestic violence.
In the past, new immigrant mothers who are divorced without the custody of their children are usuallycompelled to leave the country. Yet, their right to have visitation of their children will still be granted dependingon the NIA’s evaluation of each case concerning to what extent the mothers are involved in bearing and rearingtheir Taiwan-born children before they are deported finally. With this adjustment in law, the court will decidewhether a mother can obtain the custody of her child/children according to paragraph 4 of Article 31 of theImmigration Act. Once granted, a new immigrant mother in such a circumstance will be authorized to continuedwelling in this country. In the case of a new immigrant mother who has already gone back to her country oforigin after a divorce, the NIA claimed that she can still come back to Taiwan with a visitor visa provided thatshe used to be a legal resident in Taiwan who was the primary caretaker of her child/children or kept in fullcontact with them.

【題組】23 What is another benefit that a new immigrant mother can gain from this law amendment apart from being allowed to stay in Taiwan after a divorce?
(A) She can apply for a visitor visa.
(B) She can get a divorce if she wants.
(C) She can choose to leave the country.
(D) She can obtain her child/children’s custody.
