When U.S. President Barack Obama said that the challenges of a new century demand more time in the classroom, he intended to say that U.S. schoolchildren don't spend enough time in the classroom. Obama believes that this puts them at a disadvantage when compared to schoolchildren in other countries.
Obama is lucky that most schoolchildren are too young to vote, as they would not likely reelect a man who supports more time in school and shorter summer vacations, with children staying in school almost until suppertime and enjoying only eight weeks’ break over the summer instead of the 10 weeks U.S. schoolchildren currently enjoy.
If schooling is measured in terms of instructional hours per year, U.S. students receive more than many students in Asia. While U.S. children spend 1146 hours in the classroom per school year, children in Singapore, Japan and Hong Kong officially spend 903,1,1005 and 1,013 hours in the classroom, respectively. Taiwan outpaces those three with a score of 1,050 hours spent in formal schools, but that is still nearly 100 fewer hours than that of the U.S.

passage one
The people of Taiwan have been proud of Taiwan's development experience, as the key to success has required the combined efforts of the entire nation. However, only rarely does one hear about me major role international assistance has played in Taiwan's economic construction and development. From the 1950s to 1980s, Taiwan received large amounts of money from donations and assistance from international organizations, as well as the United States and other wealthy nations. The total amount exceeded US$2.4 billion, not including US military assistance for safeguarding Taiwan. Most people remember the old days, when they consumed flour, drank milk and wore pants made from flour sacks, all of which came from me United States. However, they may not realize that many major infrastructures, including highways, electric railways, the Shih Men Dam and drinking water systems, were completed with preferential loans provided by international organizations and foreign countries. Even the eradication of malaria depended on assistance from the World Health Organization. Taiwan now has the ability to reciprocate as a result of the foreign aid it received in the past. In order to "give back to the international community and fulfill our responsibility as a member of the international community," Taiwan provides foreign aid to and shares our development experiences with friendly nations and diplomatic allies. This not only consolidates Taiwan's relations with them, but also lets us fulfill our obligations to the international community.

The Obama administration attacked the credibility of the analysis underlying Standard & Poor’s decision to downgrade the United States’ top credit rating. S&P was forced to rmve the number from its analysis after the U.S. Treasury officials found that the rating agency’s 31 of the government’s discretionary spending was too high. The reason the Obama administration felt upset was that S&P decided to downgrade the U.S. credit rating 32 the errors found in the calculations. While S&P cut the long-term U.S. credit rating by one notch to AA-plus, a Treasury spokesman still said that a judgment by a US$2 trillion error speaks for itself. Such mistakes were 33 the rating agency’s unsophisticated understanding of toe U.S. political system. Leaving alone what the U.S. officials claimed, the top S&P official told Reuters that any changes in the calculations 34 into consideration. Also, the US$4 trillion sliced from future budgets was symbolic of the part of the hard-fought deal to lift the nation’s debt’s limit. Even though the error clearly pointed out is bad for the image of the U.S., the rating agency declined to 35 on its downgrade. 第一篇:
When it was published in 1973,E.F. Schumacher’s book, Small Is Beautiful: Economics as if People Mattered, made a lot of people think about the ways we make money, and what we use it for. Here is a quote taken from the book:
“A modem economist is used to measuring the ‘standard of living,by the amount of annual consumption, assuming all the time that a man who consumes more is ‘better off’ than a man who consumes less. A Buddhist economist would consider this approach excessively irrational: since consumption is merely a means to human well-being, the aim should be to obtain the maximum of well-being with the minimum of consumption. ... The less toil there is, the more time and strength is left for artistic creativity. Modem economics, on the other hand, considers consumption to be the sole end and purpose of all economic activity.”
The quote makes sense to a lot of people who are tired of always working harder to buy things that don’t really make them feel a lot better. What do people really want, and what do they really need? Suppose someone decides that a bigger or better television would make life more enjoyable. Perhaps. But what does the person have to pay for that TV? It’s not just the money; it’s the lost hours spent earning that money.
In any case, a family decides to buy a big television for the living room. But then the parents decide that they want a second television for their bedroom. What happens? They all can’t watch both televisions at the same time. Perhaps one person in the family watches the one in the bedroom, while someone else watches the one in the living room. But then they are missing out on the happiness of being together as a family. There are lots of things we do that don’t really improve our lives.

四、閱讀測驗【請依照段落上下文意,選出最適當的答案】
Space X—the American technology company—launched 60 satellites into space in January 2020. Space X plans to create a network of 12,000 satellites. The company says that the network, known as Starlink, will help provide better Internet service to remote parts of the world. But astronomers say the growing number of satellites orbiting the Earth is making it harder for them to observe and learn from the universe.
Satellites are made of metal that reflects sunlight. This makes them show up in the night sky as bright, slow-moving dots. After the launch, the Starlink satellites appeared in images taken by telescopes and deep-space cameras as a line of bright lights flying across the sky. Astronomers learn about space by using large telescopes and special cameras to observe light coming from very far away. The information they collect can help them understand things like how galaxies are formed or which planets might be able to support life.
Some astronomers also use radio telescopes, which record radio waves coming from space. This makes it possible to study things that give off low energy and would not show up as light—like dust and gases. In April 2019, astronomers used information collected by several radio telescopes to produce the first image of a black hole. Large groups of satellites—known as “satellite constellations”—give off radio signals of their own and reflect radio waves coming from Earth. These extra signals interfere with radio waves coming from further away in the galaxy. While it might be possible to build satellites with surfaces that don’t reflect light, it will be very difficult to make satellites that don’t interfere with radio waves.

【題組】22. What’s the intended benefit of the Starlink project?
(A) Better internet connection in far-off places
(B) More income for major companies providing internet service
(C) Easier ways to collect information for astronomers
(D) Cheaper ways to keep off sunlight and radiation

(D) The Starlink satellites could be seen in images taken by telescopes and deep-space cameras.
