II-1. Intellectual freedom can exist only where two esscntial conditions are met: first, that all individuals have the right to hold any belief on any subject and to convey their ideas in any form they deem appropriate, and second, that society makes an equal commitment to the right of unrestricted access to information and ideas regardless of the communication medium used, the content of work, and the viewpoints of both the author and the receiver of information. II-2. Infornation resources reflect their creators' expertise and credibility, and are evaluated based on the information need and the context in which the information will be used. Authority is constructed in that various communities may recognize diflerent types of authority. It is contextual in that the inforration need may help to determine the level of authority required. New challenges arise for researchers and practitioners as we move away from concentration on the technology of searching, and turn our attention to using information for problem solving and creativity in the workplace and daily living. The links between information behavior, information literacy and the impact of information have been explored from the user's perspective of information seeking and use and the model of the Information Search Process (ISP).
