(一)Как ответственный член международного сообщества Тайвань намерен и далее оказывать посильную гуманитарную помощь нуждающимся и принимать меры по контролю за распространением инфекционных болезней, а также активно участвовать в глобальных усилиях по противодействию изменению климата, терроризму и трансграничной преступности. В будущем Тайвань намерен всесторонне укреплять партнёрские отношения с союзными и дружественными странами посредством более тесного взаимодействия между правительствами и увеличения масштабов инвестиционной деятельности, а также намерен сотрудничать со своими партнёрами во всём мире в деле поддержания и продвижения универсальных ценностей мира, свободы, демократии и прав человека.

(二)Неоднократно приходилось слышать мнение, что поступить на госслужбу, как бы идеалистично это ни звучало, людей мотивирует желание сделать страну лучше. Они приходят в эту сферу со своими идеями и верой в то, что их можно реализовать, а также осознавая, что государственная служба – это, прежде всего, служение внешним, а не собственным интересам. Если человек ориентируется на повышение материального уровня, то ищет работу преимущественно в области экономики. Здесь же изначальная мотивация к финансовой свободе стремится к нулю.

(一)移民在我們的社會和經濟中能夠扮演極重要的角色，所以我們不能允許那些鼓吹種族主義和偏執的人破壞我們的民主價值觀，並否定屬於任何人的人格尊嚴，無論其民族、出身或人種。賴於相互理解的程度提高，移民和移入國之間的互動發展將有助於消除障礙並驅散仇外情緒。

(二)臺灣長期以來一直是一個融合不同民族的熔爐，包括來自全世界不同國家的移民為代表的各個民族群體。近年大量來自中國和東南亞的移民湧入 ― 主要是通婚的結果。目前新住民人數超過 57 萬。
