C. Reading:Answer questions 37–40 according to the passage below.
Under Australian law, entering Australia without a valid visa is a crime. People smugglers are individuals who
facilitate the illegal entry of persons into a country, usually by boat or plane, in return for financial gain. This can
cause security, health and cost problems for the Australian government and society.
Human trafficking is different from people smuggling. It involves moving people and then controlling them so they
can be exploited. In Australia, human trafficking and slavery are serious crimes under the Criminal Code Act 1995
(Cth). Victims may be controlled through threats, lies or abuse of power, and may be coerced into modern slavery,
forced labor, sexual exploitation, or forced marriage.
Many victims of human trafficking are never found by authorities. Researchers employ a method known as multiple
systems estimation to assess the “dark figure” of victims who are not detected by official authorities. Using this
method, it was estimated that in 2015-16 and 2016-17 there were about 1,300 to 1,900 victims of human trafficking
and slavery in Australia, which means that for every victim found, about four victims were not detected.
37. Which scenario best illustrates the dark figure of crime in relation to human trafficking in Australia?
(A) Police release annual statistics showing an increase in reported trafficking offences.
(B) A high-profile trafficking case leads to multiple convictions and widespread media coverage.
(C) A trafficked worker does not report their exploitation due to fear of deportation and distrust of authorities.
(D) An academic study uses court judgments to examine how judges sentence traffickers.
38. In the Australian context, what is the key legal difference between people smuggling and human trafficking?
(A) People smuggling always involves physical violence, while human trafficking does not.
(B) People smuggling is always international, while human trafficking occurs only within Australia.
(C) People smuggling only occurs by sea, while human trafficking only occurs by air.
(D) People smuggling focuses on consensual border crossing, while human trafficking focuses on ongoing
exploitation and control.
3
39. Why might Australian law enforcement prioritize people smuggling cases over human trafficking cases, despite
the serious harms of trafficking?
(A) People smuggling cases are usually less politically sensitive than trafficking cases.
(B) Human trafficking cases are always too minor to justify investigation.
(C) People smuggling cases more easily fit border security and national sovereignty agendas, making them highly
visible and resourced.
(D) Human trafficking does not involve any cross-border element, so it falls outside criminal law priorities.
40. What can be inferred from the text regarding the challenges of addressing human trafficking and people
smuggling in Australia?
(A) The primary challenge is the lack of annual statistics on trafficking convictions.
(B) There is a tendency to view certain migrants as security threats rather than recognizing their vulnerability to
exploitation.
(C) The system prioritizes the speed of court processing over the accuracy of charges.
(D) The main issue is determining which state requires a larger police budget.
