A. with that
with that 常用於口語表示「隨後、於是」，或表示「伴隨著那件事」。
放在這裡語法不通，因為句子需要並列連接詞來連接兩個名詞子句，而不是介系詞片語。
C. which
which 是關係代名詞，需要有先行詞來指代，但前面的「these troubled times」雖然是名詞片語，但如果用 which 接，意思會變成「這困難時期，這段時期成為奧運聖火的光芒」，語意不通，且會改變原本的「同意兩件事」的結構。
