Pingtung County faces a paradox: the same rainfall that causes coastal flooding

also holds the key to solving land subsidence. To address both challenges

simultaneously, the local government implemented the Great Chaozhou Artificial

Lake(大潮州人工湖) project.Through diversion facilities, excess floodwater is

channeled away from downstream lowlands (分#) and directed into infiltration

ins where it slowly recharges the groundwater aquifer. This raises the 

dwater table, thereby mitigating Land Subsidence(地層下陷) ano Seawater

rusion(海水入侵).In addition,public lands near the Sanxihe Farrm(三西和農場)

have been converted into Detention Basins(滯池),temporarily storing

excess runoff and further reducing flood peaks.

yphoon Morakot delivered catastrophic rainfall to southern Taiwan In

Pingtung's mountainous interior, heavy precipitation triggered a sequence of

cascading hazards. The upper reaches of the Ailiao South River (風察南溪)

experienced a Mass Wasting Event(大規模崩塌),sendingenormous volumes of

debris into the channel. This debris dammed the river, forming a Barrier Lake (堰賽湖)

. When the natural dam catastrophically failed, a debris-laden torent  

wnstream and buried the indigenous Paiwan village of Haocha (好茶村).此
