4. Based on the Douglas sea scales, The following are parts of the tables of the state of the sea (The wind generated waves) and the state of swell (The background swell). 
Remark: The sea name & degree are decided by the wave height H, checking from the Table 1 directly. The swell name & degree are decided by combining both of the wave length name & wave height name, which can be found in the Table 2, then check inside the Table 2 with this two names, finally fix the swell name & degree.
The following wave was what you observed at sea at 28th noon time: Wave length (L= 110 m) and Wave height (H= 3.0 m)
