一、1965 年 12 月 21 日聯合國大會通過「各國內政不容干涉及其獨立與主權 之保護宣言」（Declaration on the Inadmissibility of Intervention in the Domestic Affairs of States and the Protection of Their Independence and Sovereignty），其中宣告「任何國家，不論為任何理由，均無權直接或間 接干涉任何其他國家之內政、外交。」
