⑴ After a tight loss to Japan on Friday, the Taiwan team crashed out of the World Baseball Classic yesterday （March 9, 2013）after losing to Cuba 14-0 in a mercy ruleshorthanded game. Chinese Taipei beat the Kingdom of the Netherlands and Australia in the first round to advance to Tokyo.  They exited the Classic having lost their final three games against Korea (to close out the first round), Japan and Cuba. （15 分）

⑵ Almost two decades, Japan's economic fortunes have deteriorated, and little seemed to be done about it. But in the last few months, the nation's new Prime Minister, Shinzo Abe, has pushed policy makers and other officials to take bold steps. Their handiwork was evident when the yen hit 100 to the dollar for the first time in four years, and the economy grew at a robust annualized pace of 3.5 percent in the first quarter.  A weaker yen helped Japanese exports grow 3.8 percent, pushed higher by strong shipments of cars and other manufactured goods to the United States. “Abenomics is about coming out on top in global competition,” Mr. Abe said. “We're finally seeing a correction of the excessively strong yen.” Toyota Motor reported this month（May, 2013）that annual net income had jumped threefold, and Sony produced an annual profit for the first time in five years. Perhaps more important, particularly for the citizens of Japan, the yen's move is expected to kindle inflation in the once moribund economy. （20 分）

⑴菲律賓公務船射殺我國漁民，由於菲律賓仍然沒有展現道歉和賠償的誠意，行 政院日前宣布啟動對於菲律賓的十一項經濟制裁措施。行政院院長江宜樺今天 （2013.05.16）在院會表示，到目前為止，菲律賓政府的對應都不合理，基於國 家主權及維護漁民捕魚的權益，政府一定會據理力爭，堅持到底，並且他也呼籲 國人，不要對目前在臺灣工作的菲律賓人民和勞工有敵對的行為。（15 分）

⑵七○年代的臺灣，「吸菸」、「敬菸」是社交生活的一部分，成年男性的吸菸率 高達 60%。有鑑於菸害問題日漸嚴重，1984 年起民間團體開始著手進行反菸行動， 藉由配合各種拒菸的推行，期能喚起國人對菸害問題的重視，並倡議「拒吸二手 菸」的社會普遍概念。為防制菸害與維護國人健康，1997 年政府通過並實施「菸 害防制法」，強制規範菸品之促銷與廣告、販賣方式與對象、吸菸年齡與場所、 健康警語及尼古丁焦油含量標示等。（20 分）

三、許多政府部門建立 Facebook 粉絲專頁來進行政策宣傳和溝通，有人肯定運用社交網 站的新意，也有人批評許多專頁淪為單向宣傳、缺乏多向對話、也未傾聽網民聲音。 請問：如果你為地方政府規劃 Facebook 粉絲專頁，你會設定什麼目標？提供什麼內 容、功能？你會如何經營這個專頁？（25 分）

四、媒體集團出售，如何確保記者的專業自主備受關注。有人呼籲媒體老闆和記者簽署 編輯部公約，保障記者專業自主權不受干預；有人倡議記者入股，取得媒體主導權； 有人籲請老闆將媒體交付信託，不干涉人事和內容，讓媒體成為社會公器；也有記者 乾脆離開傳統媒體，借助網路工具，以獨立記者身分實踐專業。 請問：你認為在臺灣當前環境下，最能確保記者專業自主的策略是編輯部公約、記者 入股、媒體信託、獨立記者，還是其他？請寫出你認為最可行的一個策略，說明這個 策略為何相對可行、實踐時可能碰到什麼難題、如何克服。（25 分）
