5樓妳好，我覺得妳的句子可能是主詞的人被省略了，因為帳目不可能自己簽署，要"被人"簽署。
certify 是 幫別人「證明」、或「認證」： 對某件事情或某個人做出保證或出證明、出證書，以確認該件事情的真實，或該人的資格。
I can certify his statement.
我可以為他的聲明做認證。
（我可以或有權力幫他簽名或蓋章，證明他的聲明是真的。）
下兩例是被動式用法：
His identity needs to be verified.
他的身份必須查證。
In many countries a sports nutrition professional needs to be certified.
在很多國家，運動營養專業人員必須經過認證。
我可以為他的聲明做認證。
（我可以或有權力幫他簽名或蓋章，證明他的聲明是真的。）
下兩例是被動式用法：

有些字使用的時候，母語者習慣將它們跟某些詞搭配在一起(collocation)
盡可能記住這些collocation囉!
