結論是不行

因為1. 如果出現兩次of 那麼就會變成這樣

Speech consists merely of sounds but consists of organized sound patterns that follow various structural patterns. 

這樣才對

但是!! 這樣一來文謅謅的，就像是你說中文你不會說請不要亂丟垃圾垃圾或是說Don't litter the trash. 我們會說Don't litter. 

不會有consist of... of.... 出現喔 consist A of B (本身這個片語就是兩物比較而已)

二來這是考試，這題就是要考你not only... but also...的句型和consist of，針對題目給的這句來看的話 結論是不再加一個of喔 給您參考
