The major reason for 8-inch wafer fabs moving into the mainland is that Taiwan chipmakers' foreign customers have been prodding the OEM partners to go there. As part of their deployment of global strategies, international semiconductor giants like Intel and Motorola have all decided to make massive investments in the mainland. If the timetable for opening is delayed by one more year, it will only be detrimental to Taiwan. Regarding national securities, James J. Heckman, winner of the 2000 Nobel Prize in economics, said Taiwan is seeing a politicized debate on the high-tech matter. He said, "My observation is that Mainland China is not likely to launch a military attack on Taiwan, as the island has full U.S. support." As investment needs protection, Heckman said that the World Trade Organization, of which both Taipei and Beijing are members, has offered both sides a good mechanism for protecting the interests and rights of their respective investors. Chen Wen-hsien, deputy secretary general of the Taiwan Semiconductor Industry Association, argued that lifting the investment ban does not mean giving away the know-how and talents. It is also too early to approve the relaxation plan before the island's chip companies are ready for the higher-end 12-inch wafer technologies. Also, the plan would throw as many as 18,000 people out of work, if approved. Another concern is that Taiwan and the PRC are competitors, not partners, in the business arena, according to a trade theft statement released by the Taiwan Solidarity Union. Anything that helps give the PRC a competitive edge in the IC sector would at the same time be a blow to Taiwan's security. Both the U.S. and Singapore already have similar restrictions in place. A march held in Taipei was also meant to remind the government of its responsibility toward national security when it considers cross-strait economic and trade policies. In responding to the request of marchers, the Vice Premier said "Once we decide to open up cross-strait wafer fab relocation, a special commission will be formed to track the flow of capital, manpower, and technology of relevant chip firms."
