看到答案時我也想了很久，因為通常看到lead都只想到它的動詞義"領導"
後來查了查它的名詞義，相關的有"指導"、"榜樣"；"線索"、"提示"，綜合起來覺得在這裡可以解釋為"規準"、"準則"(雇用的規準或準則)

不知道是不是可以這樣解釋?
