四、紐西蘭公職署（State Services Commission）公布的「廉正與行為標準」 （Standards of Integrity and Conduct）要求公務員“Fair、Impartial、 Responsible、Trustworthy”；又根據國際透明組織近年公布的「清廉印象 指數」，紐西蘭均名列前茅（2017 年名列第一）。試說明“Fair、Impartial、 Responsible、Trustworthy”的內涵，並對國內情況進行分析與反思？ （25 分）
