一、請參考依據 1951 年聯合國通過的「關於難民地位的公約」（Convention Relating to the Status of Refugees），敘明理由，回答下列問題：

⑶乙聽說「難民不得送回原則」（principle of nonrefoulement of refugees）已被公認 為是一般國際法的原則，但是他不明白此一原則內容。請介紹該原則與例外不能 享有的情形。（9 分）
