The original function of rivers is for drinking, watering, shipping and defending; after Industrial Revolution, those functions are unrevealed. The riverbank spaces originally offered to citizens to rest and ponder are occupied roughly, and be transferred to the expressways around the rivers. City residents drive and pass through quickly, and nobody wants to touch the quiet and long of the rivers.
