(一)Due to the coronavirus pandemic, public transit in many cities around the world is hanging by a thread. Riders remain at home for they are fearful of boarding buses and trains. Therefore, public transit revenues have fallen off a cliff.

(二)Because of the revenue deficit, in some places fares for public transit have gone up, transit workers are facing possible layoffs, and traffic congestion is worsened since so many people drive their own vehicles up on the road.
