(一)斯里蘭卡位居世界第四大茶葉生產國，2012 年茶葉占其國內生產毛額（GDP）達 2～3%。然而，斯里蘭卡茶產業的茶農之居住環境長久以來一直備受批評。典型的情形是，十多個家庭共同使用公共空間，而各個家庭只擁有一間擁擠且衛生條件不佳的小房間。
