⑵ The signature quality of an ethical public administrator is integrity. He calls into
question the ungrounded assumptions of conventional management and he also resists
the so-called political realism, which is often nothing more than the status quo of power
and hypocrisy, none of which can be justified, but only bureaucratically rationalized.
Therefore, we need to regard administrative ethics as the fundamental moral framework
